He did not <br />directly refuse the developing coun- <br />try demand for "new and additional <br />resources" but defended the reallo- <br />cation of funds from unsustainable <br />, projects to those that are environ- <br />mentally sound. Bohlen said, "We <br />are aware there are some develop- <br />ment activities that are' not <br />environmentally sound.
