<br />. <br /> <br />. <br /> <br />3 <br /> <br />~ <br /> <br />those states represented at the meeting, In any matter put before the Council <br />for a vote, other than election of officers, any member state may upon request <br />obtain one automatic delay in the voting until the next meeting of the Council. <br />Further delays in voting on such matter may be obtained only by majority vote. <br />No recommendation may be issued or external position taken by the Council except <br />by unanimous vote of all member states. On all internal matters, however, action <br />may be taken by majority vote. <br /> <br />ARTICLE X - Conduct of Meetings <br /> <br />Except as otherwise provided herein, meetings shall be conducted <br />under Roberts Rules of Order, Revised. <br /> <br />~ <br />~ <br />~..-i <br />~ <br /> <br />ARTICLE Xl - Meetings <br /> <br />The Council shall have one regular meeting each year in the month of <br />July at a time and place to be decided by the Chairman. Special meetings may <br />be called by the Chairman or by a majority of the member states, upon 30 days <br />written notice. <br /> <br />ARTICLE XII - Limitations <br /> <br />The work of the Council shall in no way defer or delay authorization <br />or construction of any projects now before Congress for either authorization <br />or appropriation. <br /> <br />ARTICLE XlII - Amendment <br /> <br />These articles may be amended at any meeting of the Council by un- <br />animous vote of the member states represented at the meeting.
