Dam safety <br /> <br />The systemwide EIS vnll primarily analyze cumulative effects issues. Appro- <br />priate site-specific analysis of individual proposals is also needed to assess <br />hnether, and to what extent, the canbined effects of multiple projects \Vill have a <br />cumulative er synergistic effect. For instance, the effects of individual projects <br />on plant and animal populations or wetlands may be relatively moderate, Imereas <br />the cumulative effects of several such projects could constitute a significant issue. <br />For these issues, it vJill be necessary to evaluate the individual site-specific <br />impacts, but, in all instances, the analysis may not necessarily be in the detail <br />of a site-specific EIS. <br /> <br />At this time, it is envisioned that this EIS '.-Iould not focus on a proposed <br />project or preferred alternative, vmich is often the CQse I'Jith an EIS prepared on <br />a non-Federal pregram. The Board has not requested Federal permits to construct a <br />project so no request for Federal action is pending. It should be noted, however, <br />that it is highly probable that such a request may mQteriali~e durinG the EIS <br />preparatien peried because a water shortage is projected by the Beard to occur <br />during the 1920's and becQuse of the lead time involved in censtructing any major <br />structural alternative.
