<br />,- <br /> <br />(3) help prevent the need to list more basin associated species pursuant to the ESA; and <br /> <br />. <br /> <br />(4) mitigate new water related activities in a state in a manner that \\ill not increase the <br /> <br />mitigation responsibilities of other signatory states, with the intent that mitigation will be <br /> <br />implemented in the state where the activity occurs, <br /> <br />The Department invites other Federal agencies, States, Indian tribes, local <br /> <br />governments, and the general public to submit written comments or suggestions <br /> <br />concerning the scope of the issues to be addressed, alternatives to be analyzed, and th1: <br /> <br />environmental impacts to be assessed in the Draft PElS. The public is invited to <br /> <br /> <br />participate in a series of scoping worl<sbops and meetings that will be held during the <br /> <br /> <br />months of February through April in Wyoming, Nebraska, and Colorado, A schedule of <br /> <br />the meetings is provided. Those not desiring to submit comments or suggestions at this <br /> <br />time, but who would like to receive a copy of the Draft PETS, should write to the address . <br />below, <br /> <br />During the scoping process, Reclamation and the Service will be identifying <br /> <br /> <br />which other Federal, State and local agencies, and tribal gove=ents may have expertise <br /> <br />or authority relative to the Program and may be invited to become cooperating agencies <br /> <br />in the preparation of the PElS. <br />When the Draft PElS is complete, its availability will be announced in the Federal <br /> <br />Register and in the local news media.
