<br />~ <br />co <br />(~ <br />o <br /> <br />Cl <br /> <br />o <br /> <br />FINAL <br />ENVIRONMENTAL IMPACT STATEMENT <br /> <br />GRAND VALLEY UNIT, STAGE TWO <br />COLORADO RIVER BASIN SALINITY CONTROL PROJECT <br />MESA COUNTY, COLORADO <br /> <br />Prepared by the: <br />U.S. Department of the Interior <br />Bureau of Reclamation <br />Upper Colorado Region <br /> <br />In cooperation with the: <br />U.S. Department of Agriculture, <br />Soil Conservation Service <br />U.S. Department of the Interior, <br />Fish and Wildlife Service <br />U.S. Environmental Protection <br />Agency <br /> <br />This Final Environmental Impact Statement (FEIS) describes alterna- <br />tives for the construction and operation of the Grand Valley Unit, which <br />was authorized for construction by the Colorado River Basin Salinity <br />Control Act of 1974 (Public Law 93-320). <br /> <br />Public Law 98-569 (October 1984) amended Title II provisions and <br />provided for replacing incidental fish and wildlife values foregone, <br />using pipe laterals, and reimbursing non-Federal entities for operation <br />and maintenance costs that exceed those that would have been incurred in <br />the thorough and timely operation and maintenance of the system without <br />unit development. <br /> <br />The alternatives consist of lining or placing in pipe irrigation <br />canals and laterals to reduce seepage and consequently the amount of <br />water that moves through the saline substrata and picks up salt. Major <br />impacts of the alternatives include reduction of salinity in the Colo- <br />rado River, improving the efficiency of irrigation systems, and reducing <br />wetlands associated with seepage from canals and laterals. The no-action <br />alternative is also described and used as a base to compare unit impacts. <br /> <br />This FEIS fulfills the requirements of Executive Order 11988 (Flood- <br />plain Management) and Executive Order 11990 (Protection of Wetlands). <br /> <br />For further information regarding the FEIS, please contact the <br />Regional Envi ronmental Officer, Upper Colorado Region, U.
