<br />Dallas Creek Project, Colorado (BR) <br /> <br />-23- <br /> <br />\ <br /> <br />The following are the stream flow regimen provided by the Colorado <br />Division of Wildlife and are recommended by the Fish and Wildlife Service <br />for inclusion in the project operation: <br /> <br />Uncompahgre River below <br />mouth of Cow Creek to <br />Montrose-Delta Canal Diversions II <br /> <br />May 16-0ct 31 <br />75 cfs <br /> <br />Nov-May 15 <br />45 cfs <br /> <br />East Fork Dallas Creek <br />below diversion to junction <br />with West Fork <br /> <br />15 cfs <br /> <br />7 cfs <br /> <br />West Fork below diversion to <br />junction with East Fork <br /> <br />10 cfs <br /> <br />5 cfs <br /> <br />Dallas Creek from junction of <br />forks to Ridgway Reservoir <br /> <br />25 cfs <br /> <br />12 cfs <br /> <br />11 A maximum flow of 400 cfs should not be exceeded. <br />II All flow recommendations except for the Uncompahgre River shall <br />be the listed flow or the natural stream flow which ever is less. <br /> <br />No specific project costs for stream flow maintenance would be allocated <br />to fishery purposes, since these flow regimens would be obtained through <br />the manipulation of project operational criteria. <br /> <br />The control of water temperature coupled with downstream flows provided <br />by the project in the Uncomphagre River would preserve the existing <br />man-days of fishing use and support an additional 2,000 man-days of <br />fishing. <br /> <br />, <br /> <br />Improved fishing quality on any project associated stream would be of <br />limited value if these areas are not made available to the general <br />public. Fisherman access is becoming a more critical problem each <br />year. Presently, assured public access to the Uncompahgre River is <br />limited to approximately one mile of State-owned frontage associated <br />with the Billy Creek Management Area. Public access to Dallas Creek <br />below the forest boundary is very limited. If additional fishing <br />benefits are to result from maintaining stream flows, public access <br />to those waters must be guaranteed. <br />
