.

.

e

Power Market Survey - Colorado River Storage Project

INTRODUCTION

This report presents the results of a power market survey for Upper
Colorado River Basin hydroelectric projects. The study was initiated
upon a request (dated October 9, 1956) from the Acting Commissioner of
the Bureau of Reclamation, Department of the Interior, to the Chainnan
of the Federal Power Commission. It was I118de specifically to Bleet the
needs of the Bureau of Reclamation in planning for marketing the power
output of the Colorado River Storage Project.

The survey is made under the proVisions of Sections 4(a), 4(c), and
4(d) of the Federal Power Act, which authorizes the Federal Power Commis-
sion

"To make investigations and to collect and record data
concerning the utilization of the water resources of tm:y'
region to be developed, . . . and. concerning the location,
capacity, development costs, and relation to markets of power
sites, . . . and what is a fair value of such power, . . .

"To cooperate with the executive departments and other
agencies . . . in such investigations; . . .

"To make public from time to time the information secured
hereunder and to provide for the publication of its reports
and investigations in such form and manner as may be best adapt-
ed for public information and use. . ."

This report supersedes a 1947 report published by the Federal Power
Commission entitled "Power Market Survey,. Colorado River - Upper Basin."
It also supersedes in part a Federal Power Commission report entitled
"Power Mancet Survey, Colorado River - Lower Basin" which was published
in 1950.

The region included in this study contains the potential markets for
power that will be developed at presently authorized hydroelectric plants
in the Colorado River Basil'!. A deteridnation of the economic feasibility
of serving these markets from the authorized plants is beyond the scope
of this report.

This report contains infonnation on the region's topography, natural
resources, and economic activities. It presents data on past power re-
quirements and estimates to 1980; compares the present power supply with
the future requirements and indicates the needs for additional power in
the region. Estimated costs of power from thel'l1lal-electric sourc;:es are
shown for use in evaluating power from hydroelectric sources.

- i -
