.

.

.

Power Market SUrvey - Colorado River Storage Project

SECTION I

ECONOMIC DEVELOMNT

A - Extent of Power Market Region Selected for Study

In making a power market study for a number of widely scattered
hydroelectric power sources, the prill1ary problem is to delineate an area
which will embrace all of tlle load centers that may reasonably be expected
to provide a market for tlle potential developments. Having delineated
tllis study area and detennined the future power market at each of its load
centers, tlle economics of serving eaeh load center is usually based on tlle
relative load center costs of power from the hydro project and from the
cheapest alternative source.

This report is concerned with the primary problem; i.e., the detennina-
tion of tlle market in the entire stud;r area. The economic feasibility of
serving these loads is beyond tlle scope of tllis study. '

Boundaries and Subdi visiollS
Based on consideration of the foregoing factors, the study area
selected as a potential market for power from authorized hydroelectric
developments in 'the Upper Colorado River Basin includes, in general, the
southern part of Nevada, and the states of Arizona, Utah, Wyoming, Colorado,
and New Mexico. The region finally adopted differed slightly from this in
order to correspond with tlle areas for which statistical data are readily
available.

To facilitate analysis of the factors affecting power requirements,
the study region was divided into six major areas and three of tlle areas
were subdivided into eight subareas. The boundaries of the areas and
subareas are shown on Figure 1. The subdivisions of the regio\'l are described
following:

Area I, Southerri Nevada, includes Lincoln and Clark counties of Nevada.
The principal utilities serving tlle area are Southern Nevada Power Company,
Colorado River Commission of Nevada, and Lincoln County Power District.

Area II, Arizona, includes the entire state of Arizona plus Catron
County in New Mexico. The principal utilities serving Area II are the
U. S. Bureau of Reclamation - Lower Colorado River System, the Arizona
Public Service Company, 3al t River Power District, and The Tucson Gas,
Electric Light and Power Company.

- 1 -
