<br />Company and the Citizens Utilities Company, The contracts also
<br />made the District's excess generating and transmission capacity
<br />available to these Hoover allottee, in retul'l1 for \\'hich they were to
<br />pay the proportion of the total cost which their use bore to the total
<br />kwhr generated and transmitted on these facilities, A minimum
<br />payment clause in the contracts protected the District from nonuse
<br />of the excess capacity, Tables 8, 9, 10. and 11 indicate the extent of
<br />the benefits realized by the District as a result of these contracts,
