<br />Introduction <br /> <br />The operation of the Colorado River Basin during <br />the past year and the projected opera lion for the <br />current year reflect domestic use, irrigation, hydro- <br />electric power generation, water quality control, <br />fish and wildlife propagation, recreation, flood <br />control, and Colorado River Compact require- <br />ments. <br /> <br />Storage and release of water from the Upper <br />Basin reservoirs recognize all applicable laws and <br />relevant factors governing the Colorado River, in- <br />cluding the impoundment of water in the Upper <br />Basin required by section 602(a) of Public Law <br />90-537. The operation of the Lower Basin reser- <br />voirs reflects Mexican Treaty obligations and <br />Lower Basin contractual commitments. <br /> <br />Authority for Report <br /> <br />Pursuant 10 the Colorado River Basin Project Act <br />(Public Law 90-537) of 1968, I am pleased to pre- <br />sent to the Congress, and to the Governors of the <br />Colorado River Basin States, the sixth Annual Re- <br />port on the Operation of the Colorado River Basin. <br /> <br />This report describes the actual operation of the <br />reservoirs in the Colorado River drainage area <br />constructed under the authority of the Colorado <br />River Storage Project Act, the Boulder Canyon <br />Project Act, and the B.oulder Canyon Project Ad- <br />justment Act during water year 1976 and the pro- <br />jected operation of these reservoirs during water <br />year 1977 under the "Criteria for Coordinated <br />Long-Range Operation of Colorado River Reser- <br />voirs," published in the Federal Register June 1 0, <br />1970. <br /> <br />Thomas S.
