One of the <br />provisions of the .ct 8t~tes that the Secretary of the Interior <br />shall promulgate regulntione for guidance to the Bureau of Land <br />MHnagement in determining Wh'l~ Innd shall be retained in govern- <br />men. ownership ~~d m~~~ged a~er the multiple use concept and what <br />land 8h~11 be tr~~sferred to o+'her ownership and control. <br /> <br />The Secretary is requeRting that all org3nizations interested <br />in the proper use of the public lands be invited to help e3tablish <br />criteria for use in making the determinations described above. <br />Even though the proposed draft of regulationD may be published <br />in the Federal Register ea!'l;r in February the opportuni ty of <br />making suggestions still exists as those publications invite <br />comment. <br /> <br />Att~ched for consideration by your board is a rather vol~~inous <br />draft of the proposed criteria. Although I would appreciate a <br />copy of your coornents, you may address them to th.e Director, <br />Bureau of Land Management, Washington, D. c. 20240, if you care <br />to do so. If you send them to ~ office we shall transmit them <br />promptly to our Washington offi ce. <br /> <br />The Secretary is required to hold 3. public henring before there <br />is final adoption of the r~es and regula~ions.
