not contemplate a listing of land by legal
description at any point In the process.

Lands proper for disposition would be identified
in the unit plan, but formal classifications would
not take place until there is a reasonable possi~
bility that the land could be transferred within a
short period of time after the classification.

(d)

Other lands, on which future tenure is not certain,
could be left' in an undecided state, until either
added to the retention classification or added to
the disposition category.

(2)

The Assistant Secretary also wanted a little more detail in
the criteria for retention and m an age me ut. which has
been included.

(3)

The general policy section, which was not included in the
previous draft, is consistent with the Assistant Secretary's
thinking so is included in. this draft.

We have also been advised by the Assistant Secretary that he sees no .
problem in targeting for publication of the proposed regulations by early
Februsry and holding a public hesring in conjunction with a National
Advisory Board meeting during late March.
