Currently, the State of <br />California is on track to meet all of the deadlines toward implementation of elements of the Plan by <br />December 3 I, 2002, <br /> <br />Reclamation provided a brief overview associated with potential Glen Canyon Dam <br />experimental flow releases should there be sufficient sediment inputs into the system from the Paria <br />or Little Colorado Rivers during Fall 2002, These proposed experimental flows may not be feasible <br />given the current hydrologic condition present in the Basin. As was mentioned last month, should <br />the experimental flow releases be conducted, it may require a modification of the monthly release <br />volumes from Glen Canyon Dam in order to meet the annual release requirement specified in the <br />Annual Operating Plan, <br /> <br />Reclamation also provided an update on their internal efforts geared toward a review of the <br />602(a) storage requirement of the 1968 Colorado River Basin Project Act. The 200 I Interim Surplus <br />Guidelines included a piece associated with the Long-Range Operating Criteria and the 602(a) <br />requirement. Reclamation is conducting modeling and plans to fully discuss this issue with <br />representatives of the Basin States, On June 20, 2002, Reclamation has scheduled a meeting with <br />representatives of the Basin States to discuss this issue further. <br /> <br />Reclamation also briefed the States on the status of the sixth review of the Long-Range <br />Operating Criteria (LROC), Currently, Reclamation anticipates wrapping up their internal review <br />of the comments received regarding potential changes to the LROC by the end of June 2002, <br />Reclamation anticipates publishing a Federal Register notice in July 2002, and scheduling public <br />meetings to discuss any proposed changes to the LROC in August 2002, Reclamation did indicate <br />that this was an aggressive schedule which could be extended if necessary, <br /> <br />CA WCD Leller Regarding Reclamtion 's Application to Transport Pumped Water Out Of The Slate <br />of Arizona, May 7, 2002 <br /> <br />Under Tab 8, in your Board folder, is a copy of letter, dated May 7, 2002, from the Central <br />Arizona Water Conservation District (CA WCD) to the Director of the Arizona Department of Water <br />Resources (ADWR), In the letter, CA WCD expresses several concerns associated with Reclamation's <br />application to pump 25,000 acre-feet of groundwater from the Ywna Mesa area and then deliver the <br />water to Mexico in partial satisfaction of Treaty obligations. First, CA WCD believes that Reclamation <br />has failed to acknowledge its responsibility, in the application, to operate the Yuma Desalting Plant <br />(YDP), CA WCD notes that the application "suggests that Reclamation has no intention of operating <br />the YDP," <br /> <br />4 <br />
