Or" . 'J f"
U" ,L' 'j

A statement by Utah Power & Light Company, outlining its assessment of

the effects of water use and control on the fishing and recreational in-

terests in the area, is included in the Appendix. As previously stated,

the Bureau of Sport Fisheries and Wildlife, the Forest Service, and

utah Division of Fish and Game are studying the proposed water use and

planning to independently determine their effects on fish and wildlife

resources, and make

recommendations to the Company.

Water Quality Requirements

1. Contractual requirements. The contract referred to under "Air Qual-

ity Requirements" contains a provision requiring the Company to com-

ply with all applicable Federal, State, and local laws, orders and

regulations pertaining to pollution of streams, reservoirs; ground

water, or water courses with respect to thermal pollution or the dis-

charge of refuse, garbage, sewage effluent, industrial waste, oil,

mine tailings, mineral salts, or other pollutants.

2. State of Utah requirements. As of January 25, 1971, Huntington Creek

had not been classified by the State under its regulations.

Ash Disposal and Dust Abatement

Ash characteristics are listed in a table in the Appendix.

The estimated 80,000 tons of ash produced annually for a 430-mw

unit will be disposed of to minimize any air pollution in accordance

with the following general plan:

1. If an electrostatic precipitator is used for particulate removal,

the fly ash will be transported by a conventional pneumatic ash-

handling system to an ash silo where it will be fluidized and un-

loaded into a vehicle designed to prevent escape of dust for

23
