Non-depletion impacts of existing projects subject to ESA <br />compliance are addressed in these principles. <br /> <br />Add Section on NIIP BO. <br /> <br />4.0 Long Range Implementation Plan. <br /> <br />The Program's initial long range plan was necessarily focused on the seven-year <br />research period as defined in the first Animas-La Plata Biological Opinion <br />(October 25, 1991). It defined the principal Recovery Program activities <br />ana scheduled for completion ffi through 1997. Because the.r.esearch efforts <br />during the 7 year research period did not include implementation of specific, <br />on-the-ground projects that would directly benefit the endangered fish or <br />habitat and thus serve as components of reasonable and prudent alternatives <br />to avoid jeopardy, the Service has identified other reasonable and prudent <br />alternatives for implementation by project sponsors to complete consultation. <br />Now that the seven-year research period has concluded, the Biology Committee <br />is in the process of identifing and prioritizing all foreseeable actions <br />scientifically determined to be necessary to achieve recovery of the endangered <br />fish and their habitat in the San Juan Basin, including projects requiring <br />capital construction funds, and develop an updated Long Range Plan. The <br />Coordination Committee will review the recommendations of the Biology <br />Committee and adopt a modified an updated Long Range Plan, incorporating <br />capital and monitioring and research projects as appropriate. .J'he Long Range <br />Plan, as amended and updated annuaIly, will be the basis for (ormulating <br />annual budgets and making funding requests for the Reco':ery Program, and <br />formulating annual budgets. The re':ised Long Range Plan wilLbe modified <br />reviewed annually by the Coordination Committee and moc#jted as needed to <br />reflect new information and any additional actions needed ~o achieve recovery. <br />Additionally, amendments to the Long Range Plan will be,made. to reflect <br />available funding and changes in priorities for implementation. <br /> <br />5,0 SECTION 7 CONSULTATIONS <br /> <br />The Recovery Program is intended to identify and implement actions that provide compliance <br />with the Endangered Species Actfor water development and management activities in the San <br />Juan Basin, The manner in which that is accomplished is described below, <br /> <br />It is recognized that project sponsors may wish to carry out actions that provide ESA <br />compliance for their projects independently of the Program, and not rely on the Program to <br />provide actions for ESA compliance, In addition, project sponsors may modifY their projects <br />so as to eliminate jeopardy, adverse modification of critical habitat, or to minimize take, and <br />by so doing, eliminate the needfor actions by the Program to provide ESA compliance, <br /> <br />,'"t, <br />
