Johnson <br />Regional Director <br /> <br /> <br />CM--L <br /> <br />Subject: Reclamation Invites Comments on Scope of Environmental Impact Statement (EIS) for <br />California's Proposed Quantification Settlement Agreement Activities and Other Related <br />Actions Including Implementation of an Inadvertent Overrun Policy on the Lower <br />Colorado River <br /> <br />Reclamation is preparing an EIS for activities that will allow the Secretary of the Interior (Secretary) <br />to execute an Implementation Agreement (IA) associated with a proposed Colorado River <br />Quantification Settlement Agreement among several California water agencies that hold contracts <br />with the Secretary for delivery oflower Colorado River water. <br /> <br />The EIS will describe the potential environmental impacts of Secretarial execution of an IA which <br />would result in the approval of water transfers that change the point of delivery of up to <br />approximately 400,000 acre-feet ofJower Colorado River water per year between California parties; <br />the implementation of biological conservation measures related to the water transfers; and <br />implementation of a 30-year lower Colorado River inadvertent overrun accounting and payback <br />policy. <br /> <br />The project area of the EIS will include the lower Colorado River and its 100-year floodplain <br />between Lake Mead and the southerly international boundary between the United States and Mexico. <br />The document will address effects in river flow between these two points that woUld occur from <br />Federal activities included in the proposed action and other related environmental consequences. <br /> <br />Indian tribes are invited to comment on the scope of the issues to be addressed in the EIS and to <br />identifY significant issues they believe are related to the proposed action. This invitation to comment <br />and participate in this process is pursuant to the Council on Environmental Quality Regulations for <br />Implementing the Procedural Provisions of the National Environmental Policy Act (40 CFR 1500- <br />1508, ~ 1501.7), the National Historic Preservation Act (Section 101{d){2) (16 U.S.c, ~ 470t), the <br />
