<br />'\ <br /> <br />Scopi1Jg Summary Report <br /> <br />river bank stabilization and/or dredging; impacts to boat operators and/or recreational <br />users of the river; and, impacts to backwaters and marsh areas and National Wildlife <br />Refuges. <br /> <br />Reclamatioll's Response: The EIS will evaluate and address such impacts to the Colorado <br />River corridor and its associated biological resources, as applicable. <br /> <br />3. Commellt: The EIS should describe and address impacts to Mexico, including potential <br />impacts to treaty deliveries, water quality, loss of flows above and beyond treaty waters, <br />and the Colorado River Delta. <br /> <br />Reclamation's Response: The EIS will evaluate transboundary impacts, including those <br />identified above. A specific run of Reclamation's Colorado River Simulation System <br />RiverWare model is being conducted to allow analysis of transboundary impacts from <br />the implementation of the proposed actions. <br /> <br />4. Com mell t: The EIS should describe and address impacts to the following resources: <br />water quality (especially with regard to arsenic, mercury, nutrients, perchlorate and <br />salinity); water supply; water rights; groundwater effects along the Colorado River and <br />in areas transitioning to groundwater pumping; hydropower generation and <br />equalization requirements; and Federally protected species. <br /> <br />Reclamation's Response: The EIS will evaluate and address such impacts, as applicable. <br /> <br />5, Comment: Reclamation must address impacts to Indian Trust Assets, including how <br />Reclamation will meet its trust responsibilities to Tribes with Colorado River water <br />rights. Tribes should be consulted on a government-to-government basis, <br /> <br />Reclamation's RespOllse: Reclamation has initiated government-to-government <br />consultations with potentially interested Tribes via a memorandum dated April 26, 2001 <br />(refer to Appendix B). The EIS will address potential impacts on Indian Trust Assets, <br />including water rights, as applicable. <br /> <br />6. Comment: The EIS should describe and address direct, indirect cumulative and third- <br />party impacts including the following: Indian Trust Assets; relationship to other related <br />actions (QSA/ISG); and change in rate and pattern of growth. <br /> <br />Reclamation's Response: The ElS will evaluate and address such impacts, as applicable, <br /> <br />8 <br /> <br />lA, lOP and Retated Federat Actions EIS <br />
