<br />e <br /> <br />5 <br /> <br />e <br /> <br />The above data show that the salinity in 1990 was lower than that of the <br />waters customarily delivered on the land boundary, which averaged about <br />1.540 ppm for the 10-year period 1963-1972. <br /> <br />Progress on United States Measures Provided for in Public Law 93-320 <br /> <br />Construction of the Yuma Desalting Plant is scheduled for completion by late <br />1992, according to the advice of the U.S. Bureau of Reclamation (USBR). <br /> <br />Groundwaters <br /> <br />Point 5 of Minute No. 242 provides that: <br /> <br />"Pending the conclusion by the Governments of the United States and Mexico <br />of a comprehensive agreement on groundwater in border areas. each country <br />shall limit pumping of groundwater in its territory within five miles <br />(eight ki1ometres) of the Arizona-Sonora Boundary near San Luis to 160,000 <br />acre-feet (197,358,000 cubi c metres) annually. II <br /> <br />In 1990. Mexico.s pumping from its San Luis Mesa well field within five miles <br />(eight kilometres) of the boundary near San Luis amounted to 136,077 acre-feet <br />(167.848.000 cubic metres). Mexico continued pumping at a high rate to supplement gravity <br />diversions to serve its needs. <br /> <br />The USBR has completed 21 of 35 wells on the US side within five miles of the <br />Arizona-Sonora boundary near San Luis for protective and regulatory pumping <br />and 14 of the 21 wells were pumped in 1990. The remaining 14 wells have been <br />deferred until water supply needs make construction necessary. <br />
