<br />~ A REPORT ON SALINITY OP~TIONS <br />OF THE COLORADO RIVER UNDER MINUTE NO. 242 <br />FOR THE PERIOD <br /> <br />January 1, 1990 - December 31, 1990 <br /> <br />This report presents the results of operations during the sixteenth calendar <br />year from January 1, 1990 through December 31, 1990, under the agreement with <br />Mexi co, entitled, IIPermanent and Oefini the Sol ution to the Internati onal <br />Problem of the Sal inity of the Colorado Riverll, incorporated in Minute 242 <br />dated August 30, 1973, of the International Boundary and Water Conmission, <br />United States and Mexico. The operations began on June 25, 1974, immediately <br />following approval of the Enabling Legislation, Public Law 93-320. <br /> <br />This report is based upon the records of flows and salinities determined <br />jointly by the United States and Mexican Sections of the International <br />Boundary and Water Commission, the U.S. Bureau of Reclamation, and -the U.S. <br />Geological Survey. Locations and features referred to in this report are <br />shown on the map, Exhibit 1. <br /> <br />The records show that the United States operations were in compliance with the <br />agreement in Minute No. 242. <br /> <br />The Salinity Differential <br /> <br />Minute No. 242 provides in Point 1 that: <br /> <br />liThe Uni ted States ~ha 11 adopt measures to assure that the <br />approximately 1,360,000 acre-feet (1,677,545,000 cubic metres) delivered <br />to Mexico upstream of Morelos Dam have an annual average salinity of no <br />more than 115 ppm + 30 ppm U.S. count (121 ppm + 30 ppm Mexican count) <br />over the annual average salinity of Colorado River ~aters ~hich arrive at <br />Imperial Dam ...11 <br /> <br />The records show that during calendar year 1990: <br /> <br />1) Scheduled deliveries of water of the Colorado River 1n the quantity of <br />1,500,000 acre-feet (1,850,234,000 cubic metres) were made to Mexico in <br />1990 in accordance with Article 10 of the 1944 Treaty consisting of <br />1,366,095 acre-feet (1,685,051,000 cubic metres) in the river bed above <br />Morelos Dam and 133,905 acre-feet (165,169,000 cubi c metres) across the <br />land boundary near San luis, Arizona and in the limitrophe section of the <br />river belo~ Morelos Dam. <br /> <br />Other waters arriving at the Mexican points of diversion amounted to <br />41,988 acre-feet (51,791,000 cubic metres), consisting mainly of <br />regulatory waste. <br />
