These <br />demands must be .pIE;t in _ spite of continuing eJlR <br />croachment upon natural resource areas by cities, <br />industries, highways, airports, reservoirs and other <br />developments. ' <br />If the needs of the!uture are to be satisfied, the <br />recent rate of progress iin wild land management and <br />forestry, substantial though it has been, will have to <br />be accelerated greatly.: Therefore, the goal of na- <br />tional policy must continue to be maximum sustained <br />contribution from forest lands to the American. <br />economy and to the health and spiritual well-being <br />of all citizens. <br /> <br />-...~"...c-"".cCcC,-~~,J:"',J:"'..,.,~..~~..'iI'''''''~~__-cC,.-r..~..~_-_" <br /> <br />The Program <br /> <br />Forest Land Proteetion <br /> <br />The protection of forest, -range - and watershed <br />lands against damage by destructive ~gencies is basic <br />to long-range management. - <br /> <br />A. Protection from Diseases and Insects <br /> <br />Diseases and insects cause widespread damage to <br />forests. On a nationwide basis timber losses resulting <br />from attacks by insects and diseases now exceed de- <br />struction by fire in the ratio of 4 to 1. <br /> <br />We recommend: <br /> <br />1. Greatly expanded programs in forest disease <br />and insect research, including development of safe <br />and effective methods of antibiotic, biologic, and <br />chemical control. Special emphasis should be placed <br />upon prompt detection of epidemic conditions and <br />evaluation of potential damage to forest stands <br />through insect and disease surveys. <br />2. That each state review laws pertaining to COllR <br />trol of forest diseases and insects, including the use <br />of chemicals. These laws should be coordinated <br />through the National Association of State Foresters. <br />3. Correction of inadequacies in state laws and <br />control programs, including establishment of respon- <br />sibility for control of forest diseases and insects on <br />non-federal lands in the office of the state forester. <br />4. Strengthening of state, national and internaR <br />tional quarantine procedures as applied to forest <br />problems. <br />5.
