The Secretary of the Interior shall at any time have <br />the option to obtain or require the transfer to the United States <br />of any and all rights ini tia ted or acquired by the appropriation <br />or use of water through the works of the project in Eastern <br />Colorado, except vested rights to present appropriations; provided, <br />however, that the title so taken shall be subject to a beneficial <br />use of such water as may be provided in the payment contract or <br />contracts. The rights to store water in Aspen Reservoir under <br />the applicable laws of the Ste te of Colorado shall be ini tia tad <br />and acquired by and held in the name of the United States pur- <br />suant to those la.8. <br /> <br />17. To assure project operat1on in confonnity with the <br />operating principles heretofore stated, to prOvide a means for <br />the collection and interchange of information, and to provide a <br />method for the continued study of project operat1ons to the end that, <br />if the stated operating principles may be improved upon, recom- <br />mendations for changes may be made to the contracting parties, a <br />commission shall be created in an appropriate manner to be composed <br />of one representative of the Eastern Colorado Conservancy District, <br />one representative of the Colorado River Water Conservation District, <br />two representatives of the United Statss, and one representative <br />of the State of Colorado appointed by the Colorado Water Conserv.... <br />tion Board after consultation with the Colorado Game and Fish <br />Commission. The powers of such commission shall be limited to <br />the collection of data, the making of findings of fact, and the <br />suggestion of changes in operating principle.. <br /> <br />CONCLUSIONS <br /> <br />75. The waters of the Arkansas River in the Colorado <br />portion of the Upper Arkansas River Basin are overapprop- <br />riated. Serious distress is caused to the economy of the <br />basin in short water years througn loss in crop production. <br />Supplemental irrigation water supplies are needed. The <br />additional crop production would find a ready market in the <br />urban centers of Colorado and the nation. <br /> <br />76. No new sources of water within the means of t!1e <br />municipalities and industries are apparent. Present muni- <br />cipal supplies. even after substantial acquisition of irri- <br />gation rights, are barely adequate to supply existing re- <br />quirements.
