The report on the Colorado River Storage Proj- <br />ect and Participating Projects presents a plan for a sys- <br />tem of regulatory reservoirs that would permit maXimum <br />development of the Upper Colorado River Basin water re- <br />sources for beneficial consumptive uses and assure the <br />required deliveries of water at Lee Ferry to meet the re- <br />quirements of the Colorado River Compact. If it is as- <br />sumed that the Colorado River Storage Project will be <br />constructed, and if it is considered proper in analyzing <br />the Gunnison-Arkansas Project to assign an appropriate <br />share of the cost of the Colorado River Storage Project, <br />then the assignable annual cost to the Gunnison-Arkansas <br />Project is estimated at $2.35 per acre-foot of consump- <br />tive use of water. The net effect, so far as the Gunni- <br />son-Arkansas Project is concerned, would be to alter <br />slightly the economic justification. The annual cost <br />would increase from $5,568,000 to $5,731,000, and the <br />benefit-cost ratio would be reduced slightly from 1.76: <br />1.00 to 1.71:1.00. <br /> <br />Operating principles <br /> <br />74. On November 24, 1948, a Policy and Review Commit- <br />tee was organized by the Colorado Water Conservation Board <br />to study and review plans and reports on the first stage of <br />the Gunnison-Arkansas Project. The committee was composed <br />of representatives of the Board, the Colorado Game and Fish <br />Commission, Western Colorado, the Arkansas Valley, and the <br />City of Colorado Springs. The committee recommended the <br />following principles of project operation on January 19, 1951. <br /> <br />The construction and opsration of the project involve the <br />di version of water from the headwater. of the Fr,yingpan River and <br />o'oher tributaries of the Roaring Fork River to the Arkansas River <br />Basin. The project contemplates <br /> <br />(a) The maximum conservation and use of the <br />diverted waters; <br /> <br />(b) The protection of Western Colorado water <br />uses, both sxisting and potential, in aocordance with <br />the declared policy of the State of Colorado; and <br /> <br />(c) The preservation of recreational values. <br /> <br />27 <br />
