Acomponent consisting of the share of the joint costs (exclusive of <br />separable costs) of providing storage capacity in the reservoir <br />sufficient to yield one acre-foot of water annually, divided by <br />fifty (fifty years being the assumed financial life of the project) <br />plus the authorized interest rate; <br /> <br />b. A component consisting of a share of reservoir operation and main- <br />tenance costs caluculated on the basis of the total annual operation <br />and maintenance costs of the joint works multiplied by the ratio <br />of storage capacity required for the water service related to total <br />storage capacity of the reservoir this product divided by the quantity <br />of water furnished to the water user annually, this component to <br />be reviewed and adjusted at the end of each five-year period; <br /> <br />c. A component consisting of the annual federal monetary values fore- <br />gone by other affected projects of the comprehensive Basin water <br />resources system by reason of the diversion of each acre-foot of <br />federal stored water for the specified purpose; <br /> <br />d. A component consisting of an arbitrary judgment in the public interest <br />to provide reasonable equity among water users, to recognize the <br />extent of inaccuracies inherent in the above calculations, and to <br />establish reasonable equality in water service charges for benefit <br />of prospective water users and water service administrators. <br /> <br />e. The water service charge is the algebraic sum of components a. through <br />d. with a "standby" charge (payment without water delivery) to be <br />at least the sum of components b. and d. <br />
