The Plan indicated irriga-
tion system improvements in the Virgin and Moapa Valleys
would decrease salt loads to Lake Mead. An RCWP application
is being prepared to provide for delivery system improvements.
It is expected that the resulting improved irrigation effi-
ciencies will lead to a salinity reduction of 1.9 mg/l at
Imperial Dam, Benefit cost ratio for salinity reduction has
been calculated at 2:1.

Utah - The Uintah Basin 208 plan was conditionally certi-
fied by the State on September 12, 1978, and conditionally
approved by EPA September 27, 1979. The Talmadge area in
Duchesne County is one of two Utah Rural Clean Water Project
areas submitted to the NRCWP for evaluation and approval. An
agricultural assessment of the 208 area was completed for
purposes of the RCWP application. It is anticipated that
this assessment will be certified and approved with condi-

tions in the near future.

The Southeast Utah area summary Water Quality Management
Plan and Sub-basins Plans are being printed. It is expected
that the plan will be certified and approved by early 1980.
The Five-County 208 Plan has been partially updated
after receipt of the draft. The new material consists mostly
of a detailed agricultural assessment and new water quality
information. The plan should be certified by November 1979
and approved by EPA by the end of the year,

22
