The department has re-
ported the earlier portion of this program in
. "Progress Report, State \Vater Project,
1961." By June 1962, the major relocations
necessary for construction of Oroville Dam
were close to completion, construction of thc
first of two diversion tunnels had started, and.
the contract for the dam itself was advertised.

The waters scheduled to rise in Oroville
Reservoir made necessary the relocation of a
section of the Western Pacific Railroad. A
$4,818,000 grading contract for the realign-
ment of 1+.7 miles of railroad between Oro-
ville and the \ Vest Branch Bridge was com-
pleted in April 1962. One month earlier, at
a cost of $9,877,000, crews completed the
bridge itself-a double-deck Warren Truss
type built under service agreemcnt with the
Division of Highways. The track runs along
the lower deck 60 feet below the highway.
\Vith completion of the grading, the railroad
company began to lay 22.9 miles of track re-
quired for the relocation. This work began in
April 1962, and was nearing completion by
midyear.
Three railroad tunnels were drilled through
the mountains. The first, completed in No-
vember 1961, cost $2,142,000. The second
and third, completed two months earlier, cost
$6,67 1,000. These tunnels would extend four
miles when placed end to end with two others,
also necessary to the relocation, which were
completed in December 1960.

In addition to the railroad, a length of u.s.
Highway 40A had to be moved. Prior to July

8

1960, the Division of Highways, through in-
teragency agreements with the departmenr,
completed a relocated section between Jatbo
Gap and "Vicks Corner. Construction of the
portion between Wicks Corner and Oroville
began . in November 1961;. completion is
scheduled for July 1963. The relocated road
will be 20.1 miles in length.

Construction for the Oroville Dam was
initiated in August 1961 when blasting began
on Diversion Tunnel No.1, a facility ex-
, .
pected. to cost about $6,880,000. The con-
crete-lined tunnel, 35 feet in diameter, is the
first of two such tunnels which later will serve
as part of the tailrace system for the power-
planr. Frazier-Davis Construction COl1]pany
of St. Louis, Missouri, is building the tunnel.

State Water Project

Diversion Tunnel No.2 and Thermalito
Diversion Dam were advertised as a part of
the Oroville Dam embankmenr contract in
April 1962; construction was scheduled to be-
gin in August 1962.

In June 1962, the $452,000 conrract for the
access road to the left abutmenr of the dam
was awarded; construction is well underway.

Oroville Reservoir will supply water to the
upper end of the Palermo Canal, a feature of
the Oroville-Wyandottelrrigation District,
through the Palermo outlet works. The $724,-
000 contract for these works was awarded in
November 1961. The works were about half
completed by midyear.

The Feather River Fish Hatchery interim
facilities, which will substitute for spawning
