' <br />J:..~; ... <br /> <br />Interstate <br /> <br />The waters of Goose Lake extend northward <br />into Oregon; those of Lake Tahoe, eastward, into <br />Nevada. Commissions have been established to ne- <br />gotiate interstate eompacts relative to the distribu- <br />tion and use of the waters of .each lake. The Direc- <br />tor of \ Vater Resources is a member of each <br />conlmlSSlOll, <br />The more recent of these t\\'o commissions is <br />the California Goose LIke Compact Commission. <br />Established in 1961, the five-member commission <br />is working with the Oregon State \Vater Re- <br />sources Board to prepare a compact bet\\'een Cali- <br />fornia and Oregon regarding Goose Lake water. <br />The two negotiating groups have reached agree- <br />ment on most of the compact terms and have ;lsked <br />an opinion from the respecrive Attorneys Gcneral <br />to assist in the resolution of the remainder of terms, <br />all legal in nature. Local interests will be asked to <br />comment on the drafted compact at the public <br />meetings to be held within the Goose Lake area. <br />Following consideration of these comments, the <br />completed compact \\'ill be submitted for approval <br />by the legislatures of both states. <br />The elder of the two compact commissions is the <br />seven-member California-Nevada Interstate Com- <br />pact Commission, established in 1955. The com- <br />mission deals not only with the waters of Lake <br />Tahoe, but also, through three special negotiating <br />committees, with the waters in Truekee, Carson, <br />and \Valker River Basins as well. In the Lake <br />Tahoe Basin, an area of expanding population and <br />rapidly increasing water problems, agreement in <br />principle has been reached on most of the compact <br />terms. The Truekee River Committee is working <br />on the final details of an allocation of the waters <br />in the T ruckee Basin. The Carson River Commit- <br />tee has developed compact terms for the allocation <br />of water along the most diffieult portion of the <br />Carson River stream system and has agreed to a <br />method of allocating waters along the remainder <br /> <br />Compact <br />Commissions <br /> <br />of the system. Although the development of allo- <br />cations suitable to both states has proved trouble- <br />some to the \Valker River Committee, the com- <br />mittee has obtained sufficient information on the <br />intricate, federally decreed operation of the stream <br />system to enable it to develop a form of allocation <br />that can be pursued. The federal government is <br />the largest water distributor in the Truckee, Car- <br />son, and \Valker River Basins and is working with <br />the California and Nevada commissions to\\'ard <br />the solution of mutual problems. <br />As opposed to rhe two negotiating compact <br />commissions, the Klamath River Compact Com- <br />mission is all agency established to administer an <br />interstate compact-the 1957 Klamath River Basin <br />Compact for the equitable distribution and use of <br />Klamath River waters. The commission is com- <br />prised of the Direcror of \Vater Resources, the <br />state engincer of Oregon, and a federal representa- <br />tive. The duties of executive director of the com- <br />mission have been assumed, at commission request, <br />by an employee of the Department of \Vater Re- <br />sources. <br />The commission monitors the quality of water <br />in the Oregon portion of the Klamath River Basin. <br />A land use survey of the Klamath Indian Reserva- <br />tion, initiated by the commission in June 1960, has <br />been completed and a survey of land use in the <br />portion of the basin outside the reservation has <br />been started. Knowledge of the acreage irrigated <br />in 1957 as well as of that presently irrigated will <br />enable the commission to determine at any time <br />the additional volume of irrigation water used <br />since the effective date of the compact. Such water <br />is subject to regulation b~. the compact. The com- <br />mission has reported to the Legislature on the ini- <br />tial phase of a study of methods to control algae in <br />the basin and is co-operating with the \Vater Re- <br />sources Research Institute at Oregon State Univer- <br />sity in initiating a scientific study of the waters of <br />the basin. <br /> <br />25 <br />
