<br />During the period from July 1, 1960, through
<br />June 30, 1902, 124 dams in the State were in some
<br />state of construction or enlargement. Seventecn of
<br />these dams had estimated costs which ranged up-
<br />'ward from 2 million to 150 million dollars. These
<br />17 dams arc listed in the table to the right.
<br />
<br />Costs of the remainder ranged downward to a
<br />few thousand dollars. All of these dams arc among
<br />the 983 dams or proposed dams for whose safety
<br />the State was responsible as of June 30, 1962. The
<br />aggregate stotage capacity of these dams was 14,-
<br />420,000 acre-feet-4,339,000 acre-fect greatcr
<br />than on Junc 30, 1960, when there were 48 fewer
<br />dams under state jurisdiction for safety.
<br />
<br />Stilte supervision of dams for safety is excrcised
<br />b~' the Office of Supervision of Dam Safety, a unit
<br />within the Department of Water Resources. Juris-
<br />diction, as incorporated in California \Vater Code
<br />in 1943, does not extend to federal dams but is ex-
<br />ercised within the State over the construction, en-
<br />largement, operation, and maintenance of all other
<br />dams that arc 25 fcet or more high, provided their
<br />storage exceeds 15 acre-feet, or those that cxceed
<br />six feet in height, provided they store 50 acre-feet
<br />or more of water.
<br />
<br />During the twO past fiscal Years, 58 new con-
<br />struction applications and 14 enlargement appli-
<br />cations have been filed. Personnel of the Office of
<br />Supervision of Dams regularly inspect all construc-
<br />tion and repair work in ordcr to pass on the com-
<br />petcncy of the foundation and to assure them-
<br />selves that construction methods accord with the
<br />approved specifications and conform with good
<br />engineering practice. Personnel from the same of-
<br />fice regularly inspect all completed dams to assure
<br />continued safe maintenance and operation.
<br />
<br />With the single exception of flood waters which
<br />on December 1, 1961, threatened the then uncom-
<br />pleted Highland Creek Dam, no serious safety
<br />problems have developed at any dam under ,state
<br />jurisdiction during the past two fiscal years.' In

<br />that single instance, a temporary channel con-
<br />structed along the right abutment successfully con-
<br />tained the flood flows and avertcd danger.
<br />
<br />Such a record may be attributed, in part, to a
<br />dam safety program which includes the geological
<br />examination of damsites, the analytical study of
<br />the structural features and stability of all dams, the
<br />hydrographic study of the drainage basin area trib-
<br />utary to the dam, and the hydraulic study of the
<br />spillway of each dam.
<br />
<br />During the report period, the Office of Super-
<br />vision of Dams approved 61 applications for ap-
<br />proval of plans for construction of dams, 14 for
<br />repair or alteration of dams, and 17 for enlarge-
<br />ment. Following completion of construction, en-
<br />largement, repair, or removal of dams, 63 certifi-
<br />cates of approval werc issued.

<br />ary 1962, gives up-to-date information on each of
<br />the dams under statc jurisdiction.
