In particular instances it may be found desirable to ad- <br /> <br /> <br />just these criteria to meet unusual situations. <br /> <br /> <br />Included among the participating projects in the State of Utah is a <br /> <br /> <br />project, the Central Utah, which ,Iill utilize .,'Iater exported from the <br /> <br /> <br />natural basin of the Colorado River. lIo such exportation project in the <br /> <br /> <br />State of Colorado is mentioned in the :leport. Perhaps this results from <br /> <br />the fact that Colorado exportation projects are located in an area out- <br /> <br /> <br />side of the jurisdiction of Region 4 which prepared the Report. It is <br /> <br />suggested that there should be full a~d complete cooperation between <br /> <br /> <br />Region 4 and Region 7 to determine what, if any, Colorado exportation pro- <br /> <br /> <br />jects should be approved as participating projects. <br /> <br /> <br />To conclude these general observations Colorado says that the develop- <br /> <br /> <br />ment in the Upper Division States must, so far as is possible, move fon~ard <br /> <br /> <br />on an even basis. This should be possible because the plan contains a <br /> <br /> <br />desirable i'le.xibility which will permit the states, the Departrnent of the <br /> <br /> <br />Interior, and the Congress to consider from time to time the addition of <br /> <br /> <br />worthy units and participating projects. <br /> <br /> <br />The Applicable Law <br /> <br />~ith reference to particular matters Colorado agrees that the project <br /> <br /> <br />should be constructed by the Bureau of Reclamation. This construction <br /> <br />and the subsequent operation of the Project, and of its various units <br /> <br /> <br />and participating projects, should be in accord with the Federal Reclamation <br /> <br /> <br />laws and acts amendatory thereof or supplementary thereto, the Colorado <br /> <br /> <br />River Compact of 1922, the Upper Colorado River Basin Compact of 1948, <br /> <br /> <br />and the applicable laws of the various states.
