<br />Irrigation Water <br /> <br />Project irrigation water will be supplied only <br />for supplemental use to a total service area of <br />280,600 irrigable acres. These lands are located <br />within the Southeastern Colorado Water Conservancy <br />District and will be served by existing distribution <br />systems. <br /> <br />When fully developed, increased gross form in- <br />come from Proiect lands will exceed nine million dol. <br />lars annually. Approximately one-third of this amount <br />will directly accrue to area farmers as increased farm <br />income with the remainder distributed throughout <br />the agricultural, industrial and commercial sections <br />thru all farm related activities, including processing <br />and marketing increased agricultural production. <br /> <br />Municipal and Industrial Water <br /> <br />The present Proiect plan provides for 20,500 <br />acre-feet of water for municipal and industrial use <br />to supplement existing suppl ies. All cities and towns <br />in the' Southeastern Colorado Water Conservoncy <br />Distri~t ore eligible to apply for allotments of Project <br />water. <br /> <br />Flood Control <br /> <br />Damaging floods have occurred from Canon City <br />eastward. The largest flood of record, which occurred <br />in June 1921, reached an estimated flow of 200,000 <br />second-feet in La Junta. The loss of life was high, and <br />property damage in the Valley was estimated at <br />more than $19 million. Pueblo Reservoir with 93,000 <br />acre-feet flood control space will provide approxi- <br />mately $780,000 of benefits annually. <br /> <br /> <br />A BENEFIT qF THE FRYINGPAN PROJECT <br /> <br />13 <br /> <br />" <br /> <br />Recreation - Fish and Wildlife <br /> <br />The streams and lakes in the Project area will <br />provide excellent fishing. The Upper Valleys, with <br />their open parks and meadows with heavy stands of <br />Aspen, Spruce and Fir, provide both summer and <br />winter range for large herds of elk and deer. <br /> <br />The Bureau of Reclamation in cooperation with <br />other Federal, State and local agencies is planning <br />and developing major recreation areas around Proj. <br />ect reservoirs. The water surfaces and adjacent lands <br />will be developed into high quality recreation areas, <br />and will become attractions to tourists and the local <br />people of Colorado, Pueblo Reservoir will develop <br />into one of Colorado's more popular recreation areas, <br />as there ore no bodies of water of any significant <br />size located near the large population centers of <br />Colorado Springs and Pueblo. <br /> <br />Municipal Pipelines <br /> <br />It is planned, at the request of Colorado Springs <br />and municipalities east of Pueblo, to construct closed <br />pipelines to provide Fryingpan-Arkansas Project water <br />for the citizens of those communities. These pipelines <br />will be constructed at the specific expense to the mu- <br />nicipalities involved, although authorization for the <br />construction of such pipelines is included in the <br />Fryingpan-Arkansas Project approved by Congress. <br />No part of the single purpose municipal and industrial <br />water supply works involved in the Fryingpan-Arkan- <br />sas Proiect shall be constructed by the Secretary in <br />the absence of evidence satisfactory to him that it <br />would be infeasible for the communities involved to <br />construct the works themselves, sing'ly or jointly. Ne- <br />gotiations will be carried on .with the municipalities to <br />determine their projected needs and their willingness <br />to obligate themselves for the repayment of the pipe- <br />lines. Such pipelines will provide supplemental water <br />to that which the municipalities already own, and <br />will enable the leaders of those communities to make <br />plans for future growth and development. <br /> <br />Winter Storage <br /> <br />Owners of native water along the Arkansas <br />River will be afforded an opportunity to store. their <br />"winter. water" in Pueblo Reservoir and thereby be <br />enabled to put this water to more beneficial use <br />during the growing season, At the present time, it <br />is impossible for the various ditch companies to hold <br />this critical water during the. non-productive months <br />because of the lack of the storage facilities. It is ex. <br />pected this "winter storage" program will enable the <br />owners o"f. that water to be better assured of crop <br />completion, and thereby, a more stable income factor. <br /> <br />14 <br /> <br />
