This relatively short final rule <br />that also became effective March 18 has as its purpose "to clarify State and <br />Federal responsibilities, enhance cooperative relationships, and identify <br />areas for potential cooperative agreements respecting fish and wildlife <br />management." The policy will apply to four bureaus within the Department <br />of the Interior, i.e. the Fish and Wildlife Service, the Bureau of Reclama- <br />tion, the Bureau of Land Management, and the National Park Service. <br /> <br />The Department's policy is fairly short and self-explanatory; therefore, <br />I have not written a detailed analysis. It is worth noting, however, that <br />the policy seems to indicate that the Department of the Interior seriously <br />intends to consult and cooperate with the States in the management of fish <br />and wildlife resources. <br />
