Additional WIRSOS runs will be performed to determine

the actual firm yield discharge to be used in evaluating downstream flow impacts.

All demands by the Powder Wash Power Plant will be met with streamflow first

and, if the water availability is insufficient, a call for storage water will be placed on Little

Snake Reservoir to satisfy the remaining amount. Since the power plant is at the dam,

100 percent of the water passed through the power plant turbines will be discharged back

into the river immediately below the dam. There will be no need to include additional

demands for instream flow below the dam as power releases should satisfy instream flow

requirements.

3.2.3 P&M Coal MiniOl! Company Proiect

P&M owns water rights for Three Forks Reservoir and Sheep Mountain Reservoir

(See Table 1, page 6). The locations of these reservoirs are shown on Figure 2, page 7.

P&M holds two separate rights for the Three Forks Reservoir which is located on the

Wyoming-Colorado stateline. The Colorado decree, dated June 5, 1972, calls for 75,000

AF of storage. The Wyoming permit, dated June 20, 1972, is for a dam at the same

location as the Colorado decree except with a storage amount of 22,865 AF.

According to P&M, their future plans are to develop a single large dam on the

Little Snake River with a total capacity of 172,865 AF at the common site of its Wyoming

Three Forks Permit and Colorado Three Forks Decree to embody the full entitlement of

these rights as well as the Sheep Mountain Reservoir Decree water. Therefore, this study

30
