Under the Powder Wash Project, the

water stored in the Little Snake Reservoir would be used solely for hydroelectric power

generation, The location of the Powder Wash Project is shown on Figure 2, page 7.

For this study, it will be assumed that all Powder Wash Project components are

In place at the beginning of the study period. The main project components to be

modeled are shown on a general schematic diagram (See Figure 5, page 23).

Table 4 summarizes the Powder Wash Project input data to be used in the

WIRSOS modeling, The decreed storage amount for Little Snake Reservoir is 164,690

AF. However, the decree does not define the dead, inactive and active storage amounts.

For proper operation of the power plant turbines, a minimum head needs to be

maintained in the reservoir. In a report prepared for the CRWCD, Western Engineers,

Inc. (December 1983) assumed a minimum head of 70 feet (Elevation 6050 feet) with no

mention of the inactive storage amount below this level. A maximum head of 110 feet

(Elevation 6090 feet) was also assumed. According to Western Engineers, Inc., the

amount of active storage available in the power pool between Elevation 6050 feet and

Elevation 6090 feet was determined to be 163,000 AF. For this study, the approach used

by Western Engineers, Inc. will be implemented but a total active storage of 164,690 AF

will be used in the WIRSOS modeling, In the modeling, it will be assumed the dead and

inactive storage below the 70 foot head level is inviolate with reservoir releases drawn

from only the 164,690 AF of active storage. The inactive storage amount will be

27
