<br />. <br />" <br /> <br />'. <br /> <br />01875 <br /> <br />The results of the Corps of Engineers report, completed in 1953, were <br />subsequently published in House Document 325. That Report considered five <br />conditions of Reservoir operation: <br /> <br />(a) Transfer of the storage decree of the Model Irrigation <br />Company, for 20,000 acre-feet annually, from the present site to <br />the proposed Trinidad Reservoir. <br /> <br />(b) Storage in the Trinidad Reservoir of flood flows originating <br />on the Purgatoire River above the dam site which would otherwise <br />spill from John Martin Reservoir. <br /> <br />(c) Storage in the Trinidad Reservoir of the winter flows of the <br />Purgatoire River now diverted for winter irrigation of project <br />lands. <br /> <br />(d) Regulation in Trinidad Reservoir of summer flows historically <br />diverted to project lands, provided that future streamflow records <br />disclose that such further regulation would not materially increase <br />depletions, or that any material increase in depletions be compen- <br />sated by suitable replacement to lands served by John Martin <br />Reservoir. <br /> <br />(e) Storage in Trinidad Reservoir of all flood flows originating <br />on the Purgatoire River above the damsite other than those <br />specified in subparagraph (b) above; provided that suitable <br />replacement is made to John Martin Reservoir to the extent that <br />future streamflow records show that such storage in Trinidad <br />Reservoir would result in depletion of the inflow of the <br />Purgatoire River into John Martin Reservoir. <br /> <br />Irrigation operation studies were presented in the Corps of Engineers <br />report using a three condition analysis: (a), (b), and (c) only, and an <br />alternate analysis with all five conditions. Review of the report by <br />affected State and Federal agencies resulted in the recommendation that:- <br />"The irrigation capacity of the Trinidad Reservoir be operated in <br />accordance with operating conditions (a), (b), and (c) specified in the <br />foregoing conclusions (Of the Bureau of Reclamation) until auch time as <br />the feasibility of operating under conditions (d) and (e) has been <br />demonstrated, at which time consideration be given to the full utilization <br />of the irrigation capacity in accordance with five of the specified conditions." <br /> <br />This recommendation was incorporatcd into House Document No. 325, <br />84th Congress, page 45. House Document 325, which, being the basis for <br />project authorization, was also the basis for projact operation, which showed <br />benefits for operating only under conditions (a), (b), and (c). The <br />55,000 acre-foot reservoir capacity used in the report, however, contained <br />storage space to regulate water supply UDder conditions (d) and (e) also <br />if it were feasible to do so.
