A purpose expressed <br /> <br />in the law,..ras "to pror:>,ote the greater prosperity and general <br /> <br />we1fare of the people of the State of Colorado by encouraging <br /> <br />the organization of metropolitan water districts as provided <br /> <br />i.n this article." Representation on the district board is <br /> <br />provided in direct relationship to population. To date, "the <br /> <br />law has never been used. While the ordinary v~ter conservancy <br /> <br />c1istricts have been able to cross county lines vrith great ease, <br /> <br />city boundaries have proven to be an a~~ost i~penetrable <br /> <br />barrier against unified water resource development. <br /> <br />Some exceptions have t~~en place. A recent ex~~ple <br /> <br />was a joint enterprise between the cities of Colorado Springs <br /> <br />and Aurora to undertake the completion and operation of the <br /> <br />Homestake Project to import water through the Continental Divide. <br /> <br />Ironically, these two cities would probably not qualify as <br /> <br />participants in, a metropolitan vrater district, since they are <br /> <br />about seventy miles apart and are not located in adjacent <br /> <br />counties. However, they were able to solve their problem by <br /> <br />contractual arrangements. As a matter of fact, there are <br /> <br />. <br /> <br />. <br />several ways that cities can combine their resources other than <br /> <br />as provided in the metropolitan water district statute.
