He will <br />have to consider many items and complex issues which have been <br />discussed for over a decade and solved to date by various temporary <br />but practical solutions. His analyses will have to include: <br />a. the legal aspects of the Treaty, <br />b. the usability of waters of various salinities, <br />c. the return flow issue, <br />d. international relations with Mexico, and <br /> <br />e. the various alternatives that will be proposed. <br /> <br />In summary, it looks like we have a very interesting time in <br /> <br /> <br />the next few months in connection with the Mexican Water Treaty. <br />
