Recall that the issues <br />are: (1) how to organize into legal entities the approximately <br />750 laterals to be lined, and (2) how to carry out an annual <br />inspection program to ensure that the completed laterals are <br />being properly o~erated and maintained. <br /> <br />Please bring the materials previously provided to you for <br />your ready reference. <br /> <br />Discussion <br /> <br />At the October 4-5 meeting of the Salinity Control Forum's <br />work group, I advised the other states that Colorado did not have <br />the legal authority to require the laterals to be organized nor <br />the fiscal resources and personnel to assume responsibility for <br />the task. I also indicated that the state would not assume, <br />responsibility at its expense for the annual inspection program <br />which will be required after the laterals are lined. <br /> <br />No resolution of this matter was reached at the work group <br />meeting. We have asked that this matter be considered by the <br />Forum at its November 8-9 meeting.
