Recent Supreme Court decisions, <br />however, seem to indicate (from an engineering point of view) that return flow <br />credits may be allowed. With regard to the 24% claim, we have not conducted <br />independent studies to either support or refute this percentage, but have no <br />reason to question its reliability. <br /> <br />References: <br /> <br />I.
