Mr. Gibson requested the chairman to read how the <br />matter was left, which Mr. Bentrup did as follows: "After consider- <br />able discussion Mr. Sparks moved that the Compact Administration <br />authorize !lr. Sparks and Mr. Gibson to appoint two engineering <br />advisors from each state to a committee to review and to analyze any <br />proposed operational agreement and report its findings to the <br />Compact Administration. The Motion was seconded and passed on vote <br />of the states." Mr. Sparks said that the two appointed from Colorado <br />were Mr. Duane Helton and Mr. Bob McCabe of the C.W.C.B. Mr. Gibson <br />said that the two appointed from Kansas were Jerry Hilmes and Harris <br />Mackey. <br /> <br />Mr. Reeve moved that the proposed resolution for the <br />permanent pool at John Martin Reservoir, including the study of the <br />Muddy Creek storage rights, be deferred, to be referred to special <br />engineering committee created in 1972, and that such committee be <br />asked to submit a report by April. 1, 1976 to the members of the <br />Compact Administration, and that such report be considered at a <br />meeting to be held in Garden City, Kansas, May 5, 1976 (special <br />meeting), with a tour to be held on May 4, 1976. !lotion seconded <br />by Mr. Tempel and passed by the states. Mr. Sparks moved that <br />Mr. Duane. Helton of Colorado be appointed chairman of the committee; <br />seconded by Mr. Gibson, passed by the states. <br /> <br />PUEBLO DAM <br /> <br />Discussion was had on winter storage behind the Pueblo <br />Dam. Charles L. Thomson, S.E.C.W.C.D. noted that the winter storage <br />study had been underway since 1969; that the program was inaugurated <br />on a three-month experimental basis as of December 1, this year; <br />that it was hoped the water would eventually be impounded behind the <br />Pueblo Dam for five months from November 1 to April I: that five <br />ditches below the dam had agreed to store winter water behind the <br />dam. The present experiment will expire February 1, 1976 and all <br />entities will closely observe the operation. Bob Jessee, division <br />engineer was introduced and said he did not come prepared to pre- <br />sent a report, but did explain some of the operation. Mr. Jesse <br />said he would be glad to meet with the Compact's Engineering Com- <br />mittee to show them what records they are keeping and how they are <br />going at it, on May 5. I.lr. Jessee explained the operation is gene- <br />ral. Mr. Reeve complimented the Colorado people on putting this <br />on an experimental basis.
