The
vertical line on the left of each irrigation block or unit indicates

the estimated year water service will be initiated. Total irrigation

acreage developed to be in each State within the P-S MBP is also shown.

The optimum rate or scale of irrigation development is limited by the

repayment criteria, and the available surplus power revenues determined

in the repayment study and by the estimated municipal and industrial
water revenue available to aid in meeting repayment criteria.

Repayment criteria for irrigation units are the same as were sanctioned

in the Department's "Report on Financial Position, Missouri River Basin

Project," December 1963. The repayment of commercial power investments

with applicable interest within the prescribed 50-year limit is the
first in order of repayment requirements. Secondly, repayment of irri-

gation investments in existing units must be completed and repayment of

units under construction must be scheduled to meet the prescribed

50-year repayment period following development period before available

power and industrial water revenues may be used to repay irrigation

43
