To reduce the existing <br /> <br />disparity of about l.77 mills per kilowatt-hour between <br />Federal firm power yields within the P-S MBP, the required <br />firm power rate increase was apportioned about 60 percent <br /> <br />Eastern Division and 40 percent Western Division. As pre- <br /> <br />viously discussed, basic legislative authority for Eastern <br /> <br />and Western Division development is consistent with the <br /> <br />Flood Control Act passed by Congress in 1944. <br /> <br />We now have a major opportunity to maintain the financial <br /> <br />integrity of the entire Pick-Sloan Missouri Basin Program. <br /> <br />This action is most desirable in providing a continued supply <br /> <br />of low-cost electric power to all our P-S MBP preference <br /> <br />customers. <br /> <br />Federal multiple-purpose water resource developments have <br /> <br />produced a substantial block of low-cost electrical energy <br /> <br />that under Federal law has been made available to agricultural, <br /> <br />residential, and small commercial consumers. We believe <br /> <br />everyone who has benefited can take satisfaction from these <br /> <br />accomplishments and the program of keeping the P-S MBP on a <br /> <br />sound financial basis. <br /> <br />C..
