Load Characteristics <br /> <br />The load characteristics of Bureau customers in total <br /> <br />determine the load characteristics of the Bureau. These <br /> <br />load characteristics significantly affect the net revenue <br /> <br />yield to the Bureau of Reclamation from the sale of power <br /> <br />and energy under any rate schedule that has both a capacity <br /> <br />charge and an energy charge. They also determine the firm <br /> <br />power and energy that can be sold with a given power and <br /> <br />energy resource. <br /> <br />Load characteristics used in the repayment study were based <br /> <br />on an average of those experienced in the past 3 years <br /> <br />adjusted somewhat for observable trends. Load factors <br /> <br />have increased significantly in the past decade. The <br /> <br />result has been less revenue from a kilowatt-hour based on <br /> <br />the overall charge for capacity and energy. <br /> <br />Commitments of firm power and energy in the Eastern Division <br /> <br />were based on projected capability available under adverse <br /> <br />water conditions and projected energy available under <br /> <br />average water conditions. Energy needed for firm power <br /> <br />sales was based on projected seasonal load factors that <br /> <br />approximated averaged monthly load factors of 60 percent. <br /> <br />The MRB-F5 rate schedule was also based on these projec- <br /> <br />tions. Revenue projections made in 1963 and 1964 indicated <br /> <br />20 <br />
