Load Characteristics

The load characteristics of Bureau customers in total

determine the load characteristics of the Bureau. These

load characteristics significantly affect the net revenue

yield to the Bureau of Reclamation from the sale of power

and energy under any rate schedule that has both a capacity

charge and an energy charge. They also determine the firm

power and energy that can be sold with a given power and

energy resource.

Load characteristics used in the repayment study were based

on an average of those experienced in the past 3 years

adjusted somewhat for observable trends. Load factors

have increased significantly in the past decade. The

result has been less revenue from a kilowatt-hour based on

the overall charge for capacity and energy.

Commitments of firm power and energy in the Eastern Division

were based on projected capability available under adverse

water conditions and projected energy available under

average water conditions. Energy needed for firm power

sales was based on projected seasonal load factors that

approximated averaged monthly load factors of 60 percent.

The MRB-F5 rate schedule was also based on these projec-

tions. Revenue projections made in 1963 and 1964 indicated

20
