It is designed to describe and explain <br />a recent repayment study conducted in depth to determine the amount of <br />increased revenue needed to keep the Pick-Sloan Missouri Basin Program <br />on a sound financial basis. It also sets forth proposed rate adjust- <br />ments deemed necessary to recover the average annual revenue shown to <br />be required by the repayment study. The report should answer many of <br />the questions you may have concerning this matter. However, perhaps a <br />few brief statements of explanation and summary will be helpful. <br /> <br />The Missouri River Basin Project was authorized by the Flood Control <br />Act of 1944 and has been under construction since that time. The <br />Project is a single financial entity that encompasses a comprehensive <br />program of flood control, navigation improvement, irrigaLion and <br />municipal and industrial water development, and hydroelectric production <br />for the entire Missouri River Basin. Multipurpose projects have been <br />developed on the Missouri River and its tributaries in Montana, <br />North Dakota, South Dakota, wyoming, and Colorado. In addition, <br />significant Bureau of Reclamation electric transmission facilities exist <br />in Minnesota, Iowa, and Nebraska. In addition to multipurpose water <br />development projects authorized as part of the Missouri River Basin <br />Project, certain older existing projects have been integrated with the <br />Missouri Basin Project for power marketing and operational purposes. <br />Their revenues and costs are included, as their individual repayment <br />criteria demand, in the current repayment study.
