~
;)
3. A
Cc
Cc
n<
A:
In(

147i

1. The first major problem was the distrust of the Upper
Vall~y (ivest of Pueblo) and the Lower Valley (;;;ast of

PueblO) .

Each f)Lt the other was

to 8teul water

tryinr;
15
rightfully theirs.

This 01' course

from them which ~as

made it very difficult on the Lower Valley in its atte~pt

to gain supplemeTtal water. Also, the problem of' di 3-
trust between th) east and west slo:oes mnde it d:i.f'ficul~

to accomplish th)ir goals, us was evidcncee. by P;:!A pro-

gram which was halted by the '."'estern Slope. This will be-

come an even bisser proGlem later on.

2. A second problem which faced the people of the Arlu1nsOis Va.ll- '

ey was u confli,;t witn Kansas recardinc t!'1cir water

rights. During this time when supplement31 water was beine disc-

ussed Kansas was taking their problems to the Supreme

Court 01' the United States. The first Supreme Court case
was in 1907, which was found to favor Colorado, however it
allowed for the case to be reopened. This Colorado-Kansas

conflict caused many problems which diverted from the pro-

"
ject of supplemental water in the Arkansas Valley. In fllct

no major developments in the use of irrir;atj.on Hfttnr in

the Arkansas River were achieved from 1910-1929, because
the Arkansas Val.l.ey Ditch Association was involved in the
Kansas-Colorado controversy and they were also the main
16
body pushing for water.

1":sverett, p. 11:~.
16Chri sty, pp. ]:), 36.

~

0,
[I.
