<br />003212 <br /> <br />Now where are we on the implementation? The Legislature <br />gave us 35 new positions last year just to get started on this <br />process and we have reorganized. We have most of these new <br />positions filled, have moved into a new building, a very nice <br />building, and that is certainly an unusual working exerperience <br />for us, as we've been in pretty crummy quarters all of our <br />existence to this point. In our budget we submitted to the <br />Legislature and to the Governor's office this last August, we <br />asked for 107 new positions for fiscal year 1982. The Governor <br />approved all 107, the main reason being the Governor was the man <br />responsible for the inactment of the law. It was his own personal <br />involvement in that process that got the law approved. Hence, we <br />didn't have any trouble getting him to agree that we needed the <br />107 positions if we were going to meet the deadlines that we had <br />been given by the Legislature. <br />The legislative a~alysts cut this by about 60%, including <br />lining out some of the 35 positions that I had previously estab- <br />lished. We've been having a terrible fight over this. It is <br />becoming pretty obvious that the Legislature is going to win. <br />You know the situation, with the Federal Government slashing funds <br />and positions, the City of Phoenix is sitting here slashing positions <br />and funds, the county is doing the same thing and the Legislature <br />said, "How can we be out here giving you everything you are asking <br />for". They have a very difficult budget situation and so I don't <br />think that there is any question but what we are going to receive <br />a considerably smaller budget and complement of new positions tban <br />would be required to actually meet all the deadlines. I've <br />certainly made that clear to the Legislature and they understand it. <br /> <br />B-21 <br /> <br />.~ <br />
