I Comprehensive regional planning, transcending pol itical <br /> <br />boundaries is the key to the maximum proper utilization of the <br /> <br />water and related resources. Development of the water resources <br /> <br />of the West to meet al I reasonable needs as they arise is <br /> <br />essential to the continuing prosperity of the region and each <br /> <br />of its economically interdependent parts. In future planning <br /> <br />for programs leading to water resource development: <br /> <br />1.1.1 <br /> <br />The process should include or supplement rather <br /> <br />than supersede existing water resQurce developments; it <br /> <br />should complement and strengthen local and state planning <br /> <br />activities rather than displace them; it should result from <br /> <br />cooperative effort of al J agencies concerned. <br /> <br />I. J.2 <br /> <br />The program should be aimed to achieve reasonably <br /> <br />equitable balance among al I existing and potential uses of <br /> <br />water, insofar as the supply available or to be developed <br /> <br />wi II permit. <br /> <br />I.
