<br />G~"'.IJ~. <br />11 t, ':......... . <br /> <br />. <br /> <br />. <br /> <br />., <br /> <br />REVISED CHARTER ** <br /> <br />FOR THE WATER POLICY AND LEGISLATIVE COMMITTEE <br /> <br />WESTERN STATES WATER COUNCIL <br /> <br />The Water Policy and Legislative Committee of the Western States Water <br />Council was established by resolution adopted on July ~5, 1966, at the annual <br />meeting of the CouncU in Seattle, Washington. <br /> <br />OBJECTNE <br /> <br />The commtttee shall assist the Council in initiating, establishing, and <br />carrying out effective cooperation among western states in planntng for programs <br />leading to integrated development by state, federal and other agencies, of their <br />water resources, by prOlliding guidance on the social, ethical, legal and political <br />aspects of the program including assistance to and protection of areas of origtn. <br /> <br />PROGRAM <br /> <br />The committee shall study the sodal, ethical, legal and political aspects <br />associated with interstate water resources development and shall recommend <br />policies and courses of action relattve to the role of the Council tn its relationship <br />with the Water Resources Council, pertinent river basin commissions, appropriate <br />federal agencies, the member states and the legislatures of these states; federal <br />and state statutes affecting interstate water resources development; need for <br />new legislation; "area of ortgin" assistance and protection; and possible dissolutton <br />of extsting i.nterstate or federal-state commtttees, councils or interagency groups. <br /> <br />The committee shall develop and recommend basic assumptions, objectives, <br />principles, and criteria for guidance of the Council in the Poltey and Legislative <br />field. <br /> <br />ORGANIZATION AND VOTING <br /> <br />Committee membership is by appointment by the states of the Ccuncil. <br />One member shall be from each state, but need not be one of the state's delegates <br />to the Council. Any Water Policy and Legislative Committee member may <br />designate an alternate to serve in .his absence. A quorum shall constst of six <br />(6) members. A majority of those members present and vottng is required for <br />committee action. Each state shall have one vote. Except as otherwise provtded <br />herein, meetings shall be conducted under Robert's Rules of Order, Revised. <br />
