'J ': i) <br />UUvv' ~ <br /> <br />. <br /> <br />. <br /> <br />REVISED CHARTER .. <br /> <br />FOR THE WATER RESOURCES COMMITTEE <br /> <br />WESTERN STATES WATER COUNCIL <br /> <br />The Water Resources Committee of the Western States Water Council <br />was established by resolution, adopted on July 15, 1966, at the annual <br />meeting of the Council In Seattle, Washington. The commtttee is an agent <br />of and responsible to the Council. It shall consider and make recommendations <br />to the Council on matters outl ined in this Charter and such others as may <br />be related thereto. <br /> <br />OBJECTIVE <br /> <br />The committee's fundamental objective is to assist the Council to <br />establish and carryon a definite program of constructive action that will <br />accomplish the purpose stated in Article II of the Rules of Organization, <br />name ly, "effective cooperation among the Western States In planning for <br />programs leading to integrated development by state, federal and other <br />agencies of their water resources." <br /> <br />PROGRAM <br /> <br />In pursuance of the underlying objective, the committee will develop <br />and recommend basic principles and standards for guidance in the formulation <br />of concepts and plans for a staged regional development of water resources, <br />Including protection and furtherance of state and local interests. <br /> <br />It will recommend guidelines and procedures for the interstate exchange <br />of basic data and information, and for the cOrrelatton of plans and schedules <br />of water resource development. <br /> <br />The committee shan evaluate and advise the Council on an physical <br />and economic factors relevant to staged regional water development. These <br />include, but are not limited to, water supplies, weather modification, water <br />requirements, water qual ity, conservation practices, waste water reclamation, <br />flood control, sediment control, navigation, hydropower, recreation, fish <br />and wildlife. <br /> <br />ORGANIZATION <br /> <br />Committee membership is by appointment by the states of the Council, <br />one member from each State, but not necessarily one of the state's delegates <br />to the Council.
