ANn CONCI1I5lONS <br /> <br />~ <br /> <br />His is a l'l'POI't on ,111 illvt>stigdtioll t1I ,1 potL'lltidl salinity <br />control project located along the Lower Virgin r~iver from above <br />Littlefield, Arizona to Lake Mead, Nevada. The investigation is part <br />of the Colorado River Water Quality Improvement Program (CRWQIP), an <br />investigational program of the Bureau of Reclamation (Bureau) aimed at <br />evaluating the means by which the salinity of the river can most <br />efficiently be controlled from the standpoint of cost effectiveness <br />and time. The CRWQI Pal so i nc 1 udes studi es of a number of other <br />potential projects to control the discharge of salts to the ~iver or <br />its tributaries [1]1I. <br /> <br />. <br /> <br />Purpose and Scope <br />The purpose of this investigation was to formulate a plan for <br />reducing or eliminating salt loading of the Virgin River from point <br />sources of salinity in the Lower Virgin River between Littlefield, <br />Arizona and Lake Mead, Nevada. The investigation concentrated first <br />on the saline Littlefield Springs, which emerge from the banks of the <br />river channel, and later on, the possibility of extracting saline <br />ground water under the riverbed. In either case, the water would have <br />to be removed from the river system and disposed of or treated. <br /> <br />Authority for Investigation <br />In 1972, an amendment to the Federal Water Pollution Control Act, <br />Public Law 92-500, set forth a public policy embracing nondegradation <br />of water quality, pollution effluent discharge limitation, and <br />eventual zero pollution discharge by 1985. The Act was interpreted by <br />the Environmental Protection Agency (EPA) to require numerical <br />salinity standards on the Colorado River, Standards were subsequently <br />established at three stations by the Colorado River Basin Salinity <br /> <br />11 Numerals in brackets refer to appended list of references cited. <br /> <br />1 <br />
