44

Now Fort Coll ins owns 7636 AF of reusable forefgn water fn Horse-
tooth Reservoir. . While none of that is actually the fmported water it
is counted as that because both exchanges have been carefully measured
and monftored by the river commfssioner.
A fourth cooperator enters the picture. Platte Rfver Power Author-
ity wfshes to obtain 4200 AF of cooling water for fts new Rawhide power
plant 14 mfles north of Fort Collins. Thfs offers all fdeal user of
Fort Coll i ns I treated sewage effluent, part of whfch is composed of the
reusable foreign water now stored in Horsetooth Reservofr. Experience
shows that 55 percent of the water del ivered into the Fort Coll fns
water system appears as effluent at the sewage treatment plant. There-
fore, the 7636 AF of reusable water wfll produce 4200 AF of effluent
which can be del iver.ed to Rawhfde--exactly the amount needed.
Finally, PRPA. wfll del iver 4200 AF of reusable foreign water
imported from the Colorado River via the Wfndy Gap project to Horsetooth
Reservofr to the credit of Fort Collfns (the thfrd exchange). This is
a clear gain of 4200 AF of reusable forefgn water whfch can he used and
reused (by exchanges or recycle) until ft fs fully consumed if possible.

Three exchanges begfnnfng with 4581 AFof non-reusable water stored fn
Horsetooth have produced 4200 AF of addftfonal reusable water, all of
which can legally be consumed by Fort Collins and fts partner, WSS, fn a
divfsfon of water, that they agree upon as equitable.
It should be noted that North Poudre Irrigatfon Company was a key
facilftator in this series of exchanges. Without NP's voluntary.
cooperation, without gafn for itself, the exchanges would not have heen
possible.

:,""':'.c
