<br />t',;!'.; e::;-.., ') <br />.,' _ .'_ .J ~L '0,,1 <br /> <br />13 <br /> <br />A model for simulating basinwide surface-groundwater interaction <br />(SAMSON) has been developed independently of this project and demon- <br />strated for the lower 100 miles of the basin. This new technology, with, <br />required data inputs, can provide the means to test day-by-day responses <br />in the surface-groundwater system throughout the basin for any proposed <br />project or change in management strategy. It al so affords a new toOl <br />for improving conjunctive administration of surface and groundwater <br />rights which can facilitate more optimal basinwide water use. <br />The second model, CONSIM, can provide for planning the optimization <br />of wat~r availabilities throughout a river basin, subject to water <br />y'ights constraints and operational decisions. The effects of reservoir <br />location, size, and operational rules on water availability can be <br /> <br />~ <br /> <br />evaluated. <br />Both of these model s are di scussed more fully in Chapter VII. In <br />addition, economic models are discussed. <br />The second objective, to improve the effectiveness of water <br />management through institutional change, is treated in Chapter VI. An <br />approach for achieving integrated voluntary management is proposed: The <br />South Platte Federation. The basic function of the Federation would be <br /> <br />to facilitate the provision of necessary information and the making of <br />mutually advantageous water exchange among its members. It woul d have <br />no plenary authority to order anybody to do anything against their <br />interest. <br />With many interest groups concerned with water in the Basin, and <br />with the personal-property character of water rights, it will never he <br />possible, nor would it be desirable, for state government alone to make <br />all the necessary decisions.
